State Millet Mission

The mission aims to promote millet cultivation, ensure fair prices for farmers, and strengthen food security in the state. It seeks to support farmers, particularly in mountain districts, by procuring millet crops such as Mandua and Jhangora at the minimum support price through cooperative groups.

💰Under the mission, in the first phase, 16,820 metric tonnes of Mandua and Jhangora are being purchased from farmers’ fields at the minimum support price through cooperative groups by the Cooperative Department. | - Under the National Food Security Act, the Government of India will distribute 1 kilogram per month through the Public Distribution System (ration card) via the Food and Supplies Department in four districts: Udham Singh Nagar, Haridwar, Nainital, and Dehradun. Farmers’ groups, LCs/LCFs, or PACS at established procurement centers are free to offer Mandua for sale. To encourage participation, an incentive of ₹150/- per quintal is provided. | - Once the PACS accepts the millet crops from the groups, payment will be made through RTGS/NEFT within a maximum of 72 hours.

Sthaniya Fasal Protsahan Karyakram

The program aims to promote the cultivation of local crops, enhance productivity, ensure the use of quality seeds, and provide fair prices to farmers in the mountain districts of Uttarakhand.

💰Under the scheme, the following objectives will be achieved by distributing verified seeds of local crops at 100% subsidy: | a. Distribution of certified seeds on subsidy to increase the cultivation area according to the specific region. | b. Ensuring the recommended seed replacement rate is met. | c. Enhancing production and productivity through the use of quality seeds. | d. Promoting and encouraging the cultivation of local pulse crops. | e. Ensuring farmers receive a fair price for their produce. | Seed production will be carried out by the Agriculture Department in clusters formed under the Traditional Agriculture Development Scheme, through the CLF/LC established under UGVS-REAP, and directly by the Agriculture Department. For crops where traditional clusters are not operational, clusters will be identified through CLF/LC for certified seed production. The scheme aims to increase the production of certified/quality seed; strengthen Seed Testing Laboratories; assist Seed Producing Institutes for the adoption of new technologies, ensuring farmers get quality seeds at the right time and reasonable prices.

The scheme aims to promote the adoption of modern and scientific farming practices among farmers across the state through continuous training, practical demonstrations, and exposure visits.

Agricultural exhibitions, fairs, and farmer seminars are organized, and farmers are also taken on exposure visits to enhance their knowledge and skills. Under this scheme, individual large farmers, farmer groups, cooperatives, self-help groups, and custom hiring centres in the state can purchase agricultural equipment at a subsidized rate, with the Government of India providing a maximum subsidy of 40%.

💰Under the Custom Hiring Centre component (for groups of farmers involved in buying, renting, or selling agricultural equipment), farmer groups, cooperatives, FPOs, self-help groups, and individual farmers can purchase equipment valued between ₹10.00 lakh and ₹100.00 lakh. The Government of India provides a maximum subsidy of 40% on such purchases.

Sugarcane Seed Replacement Programme / Production Enhancement Scheme

The scheme aims to increase sugarcane productivity & improve sugar recovery by promoting cultivation of high-quality, high-yielding, & newly developed sugarcane varieties, while providing farmers with financial support, modern cultivation techniques, & access to advanced agricultural technology.

💰Sugarcane Seed Modification and Varietal Balance: A plan has been prepared to replace sugarcane varieties that have been cultivated for a long time and are currently grown (such as Ko.Sha.-767, Ko.-1148, Ko.Sha.-97264, Ko.Sha.-94257, and Ko.Sha.-8436, etc.) with better quality, high-yielding, and certified varieties. Newly developed quality sugarcane varieties include Ko.Pant. 12221, Ko.Sha. 8272, Ko. 0118, Ko.P.K. 5191, Ko. 15023, Ko.P.B. 91, Ko.P.B. 92, Ko.P.B. 96, Ko.P.B. 98, Ko. 13035, Ko.LKH. 9709, Ko.LKH. 12207, Ko.LKH. 14201, Ko.Sha. 13235, Ko.LKH. 15201, and Ko.LKH. 16202, etc. For low-lying areas, these high-yielding varieties should be cultivated in sufficient quantities to increase the success rate of sugarcane cultivation and enhance sugar recovery in mills. Sugarcane seed from research centers attracts a 20% premium over the government-declared sugarcane price. Farmers will be given an incentive for sugarcane seed purchased above the mill gate price. It is also proposed to provide farmers with a 100% subsidy on harvesting, loading, and transportation costs when sourcing sugarcane seed from research centers at the mill gate rate per quintal. 1. Subsidy on Base/Primary Nursery: To encourage farmers, it is proposed to provide a subsidy of ₹50/- per quintal to base nursery holders and ₹25/- per quintal to primary nursery holders for the distribution of sugarcane seeds. 1. Latest Methods of Sugarcane Sowing: For sugarcane sowing, the latest trench method or row-spacing method should be adopted, under which the furrow-to-furrow distance should be 4 feet, the depth 1 foot, and the distance between two-eyed pieces should be 4–6 inches or 6–9 inches. To encourage farmers, it is proposed to provide a subsidy of ₹10,000/- for demonstration of 1 hectare of early variety, single-eye/two-eye planting, and mixed farming on farmers’ fields. 1. Weed Management System: A 50% subsidy is proposed on herbicides for effective weed control in sugarcane crops. 1. Protection of Crops from Insects and Diseases: A 50% subsidy is proposed on agricultural chemicals, including high-quality insecticides and pesticides, to protect sugarcane crops from insects and diseases. 1. Providing Information About Latest Technology to Farmers: From time to time, technical information related to higher yield and improved sugarcane varieties will be provided to farmers. The Sugarcane Development Department and the Sugarcane Farmers Institute & Training Center, Kashipur, provide training to farmers, employees, and officials, and organize district-level farmers’ seminars. 1. Providing Access to Modern Agricultural Equipment to Farmers: Farmers will be provided with modern agricultural equipment suitable for sugarcane cultivation, including battery-operated or petrol-powered sprayers, harrows, and cultivators. It is proposed to distribute drone sprayers and trench openers in the coming years.

Tea Development and Promotion Scheme (TDPS): Plantation Development for Small Tea Growers (PDSTG): Mechanization for Individual Small Growers

The objective of this component is to increase the production, productivity and quality of tea, overall development of small tea growers to help them move up in the value chain, sustainability of production by promoting organic tea cultivation& climate resilient tea and to make them self-reliant.

Tea Development Programme in the Hilly Districts of Uttarakhand - Uttarakhand Tea Development Board

The scheme aims to promote tea cultivation in the mountainous regions of Uttarakhand, providing sustainable employment, optimal utilization of barren and unused land, and economic upliftment of local farmers.

💰Due to large-scale migration of local people in the mountainous areas of Uttarakhand, most of the farmers’ land remains unused or barren, which can be put to good use through tea development programmes. | - The Tea Development Scheme, run by the Board, is an employment-oriented initiative under which the Board provides year-round employment to tea garden cultivators and workers for seven years after the plantation is established. Once the plantations produce sufficient quantities of green leaves, farmers can earn a livelihood by selling them. | - At present, in the hilly areas, fruits, vegetables, and crops are being damaged by domestic and wild animals, whereas tea plants are not harmed by such animals. | - Due to the lack of adequate irrigation facilities in the hilly areas, traditional farming is adversely affected, whereas tea gardens require irrigation only at the initial stage, and adverse weather does not have any significant impact on the tea gardens. | - Once planted, tea plants can produce for up to 100 years under proper care. Hailstorms only negatively affect tea production for about a week. | - There is a risk of landslides due to indiscriminate cutting of forests, disasters, and heavy rainfall, whereas areas with tea plantations are not prone to landslides; thus, tea gardens help prevent soil erosion and landslides. | - Tea plantation is an environmentally friendly and completely pollution-free industry. | - In tea gardens, local people, especially rural women, get employment in their own area. | - The tea industry can become a strong pillar for the economic foundation of local farmers. | - Tea is the most widely consumed beverage in the world, ensuring consistent demand, which makes its marketing relatively easy. | - On average, 15,000 tea plants are planted per hectare, which also helps prevent soil erosion. | - Currently, the Board has developed tea gardens by leasing land from 4,011 farmers over an area of 1,370 hectares in 30 development blocks across 9 districts. | - At present, 3,100 workers are employed under the Board every month, of which 2,279 are women.

Tea Development Scheme

The objective of the scheme is to continue the experimental plantation of tea and to find the possibility of growing tea economically as well as on a commercial scale.
