The applicant must be a citizen of India and a domiciled resident of Haryana.; The applicant must have passed the qualifying examination from Punjab, Kurukshetra University, or any other recognized examining body.; The applicant must be enrolled in a recognized course in a higher education institution in Haryana or Chandigarh.; The applicant must have obtained at least a Second Division in the qualifying examination.; For Rural Area Merit Scholarships, the applicant must have secured at least 40% marks in Matric/Higher Secondary (Final)/Pre-University Examinations.; The applicant must not be receiving any other merit-based scholarship, except for need-based scholarships from specific welfare boards.; One Ph.D./M.Phil. scholarship is exclusively tenable at Jawaharlal Nehru University, New Delhi.; Rural Area Merit Scholarships are limited to students whose parents permanently reside and earn their livelihood in rural areas.
