The DULARI Scheme was implemented by the Directorate of Health Services in the Andaman and Nicobar Islands to provide incentives for newborn baby girls and to the girl children who pass Classes VIII, X, and XII.

The applicant must be a domicile of the Union Territory of Andaman & Nicobar Islands.; The applicant must be a woman or a girl child to avail benefits under the scheme.; The applicant must be born on or after 01.10.2013 to receive full benefits.; Girl children between 0–13 years, born before 01.10.2013 and not covered under the Planned Family Scheme, should be eligible only for educational incentives after passing Class VIII.
