Venture Capital Fund for Scheduled Castes

The scheme aims to promote entrepreneurship among Scheduled Caste individuals by providing concessional finance. Benefits include investment ranging from ₹10,00,000/- to ₹15,00,00,000/- as debt or equity for eligible Private Limited or Public Limited companies.

💰Size of Financial Assistance | - Financial assistance available ranges from ₹10,00,000/- (minimum) to ₹15,00,00,000/- (maximum). | - Aggregate financial assistance must not exceed two times the current net worth of the Company. | Funding Tenure | - The maximum tenure for financial assistance is up to 10 years, including the moratorium period in the case of debentures. | - In the case of equity, the decision for exit would be taken on a case-to-case basis, with a maximum tenure up to 10 years. | Returns/Coupons/Interest Rate | - For debt/convertible instruments, the interest/coupon rate is 4% per annum. | - For Scheduled Caste women entrepreneurs and disabled entrepreneurs accessing debt/convertible instruments, the interest/coupon rate is 3.75% per annum. | - In equity investment, the return at the time of exit by way of buyback, strategic investment, or Initial Public Offering (IPO) shall be 8% per annum or as per the valuation, whichever is higher. | Working Capital Gap Funding | - The fund offers working capital gap funding, where a maximum of 20% of the total financial assistance should be earmarked for this purpose for the next 10 years. | - The quantum of such assistance shall be approved by the Investment Committee as per the requirement of the project, on a case-to-case basis. | Technology Business Incubator (TBI) Funding | - Innovative ideas selected by Technology Business Incubators (TBIs) may receive funding to cover the cost of operation and maintenance. | - This funding is subject to a ceiling of ₹10,00,000/- on an average per year for a period of three years, subject to satisfactory progress. | Moratorium Period for Principal Redemption | - In the case of debentures, the moratorium period for the redemption of the principal is on a case-to-case basis, but not more than 36 months from the date of investment in the Company. | Cost Bearing for Documentation | - The fees for the Valuer and the Lawyer for conducting valuation and title search of the property(ies) shall be borne by the Venture Capital Fund for Scheduled Castes (VCF-SC) for the first time. | Disbursement | - For financial assistance up to ₹5,00,00,000/-, investment shall be funded maximum up to 75% of the project cost, and the balance 25% must be funded by the promoters or through Government subsidy under various schemes. | - For financial assistance above ₹5,00,00,000/-, investment shall be funded maximum up to 50% of the project cost. | - For financial assistance above ₹5,00,00,000/-, at least 25% of the project cost shall be funded by promoters or through Government subsidy under various schemes, and the balance 25% can be funded either by promoters, a bank, or any other Financial Institution. | - For companies with sanctioned assistance of above ₹5,00,00,000/-, the money released by the Trust/Fund Manager would be in proportion to the loan tranche/promoter’s contribution released by a Bank/department of Government of India, except in cases supported under the Innovative ideas category selected by Technology Business Incubators (TBIs). | - The investment disbursement shall be made in tranches. | - The disbursement shall be made post execution of the complete legal documents. | - Disbursement is subject to the completion of the sanctioned terms, pre-disbursement conditions, and the successful completion of Valuation and Title Search Report (TSR). | Conditions | - _Interest/Coupon payment shall commence from the date of investment in the Company._ | - _Interest payments will be made quarterly by the company to Venture Capital Fund for Scheduled Castes (VCF-SC)._ | - _The shareholding of Scheduled Castes entrepreneurs (at least 51%) has to be maintained till the assistance under this fund is present in the company._ | - _If working capital assistance is extended to existing beneficiaries, the account must be standard._ | - _If working capital assistance is extended to existing beneficiaries, the beneficiary company should have applied to nationalized/private/cooperative Banks for working capital assistance._ | - _In cases where Government subsidy is available, the promoters will have to contribute at least 15% of the project cost._ | - _If any modification is requested by the Company/Promoters for change in the property after the first valuation/title search, the fees for the Valuer and Lawyer shall be borne by the Company/Promoters._

Staffing: Interpersonal and vocational skills would be provided for the betterment of the children.1. Counselling: Counselling and guidance especially for Activities for Daily Living (ADL)must be provided to parents or guardians of PwDs. RO should provide assistance to PwDs for further training, education and employment.1. Transport Facilities (OPTIONAL): RO can also provide transportation facilities to PwDs in case it so desires. The National Trust will provide additional transport allowance to RO only for PwDs who are availing transport facilities provided by RO.

VAJRA Faculty Scheme is a dedicated program exclusively for overseas scientists and academicians with emphasis on NRI and Persons of Indian Origin/Overseas Citizen of India to work as adjunct/visiting faculty for a specific period of time in Indian Public funded academic and research institutions.

💰The residency period of VAJRA Faculty in India would be for a minimum of 1 month and a maximum of 3 months. | - VAJRA Faculty will be provided US$ 15000 in the first month of engagement and US$ 10000 p.m. in the subsequent two months. While no separate support is provided for travel, accommodation, medical/personal insurance, etc. the host institute may consider providing additional support. | - Return visit of Indian faculty to the Institute of VAJRA Faculty: One research visit by the Indian host to the Institute of the VAJRA Faculty for a period not less than a week and not exceeding 30 days will be supported. The board will provide return economy airfare, not exceeding ₹1.5 lakhs per diem, and accommodation as per the norms of the Board. 1. Student mobility (Doctoral & Postdoctoral Level: Across labs): Collaborative research visit of not more than 2 students, doctoral, preferably co-advised / post-doctoral level after 2 years of engagement from the research group of Indian host to the Institute of the VAJRA Faculty for a duration of three to six months will be supported. The board will provide a return economy airfare, a one-time contingency grant of ₹60,000/- and fellowship equivalent to the norms of the Board. 1. Research Contingency Grant to the hosting Indian Collaborator: ₹5.0 lakhs per year of research visit per VAJRA Faculty to the Indian host to meet expenses related to the collaborative research will also be provided. 1. Support to engage VAJRA Faculty to give lectures in his/her area of expertise in the host Institute: Support to VAJRA Faculty to the tune of ₹1.0 lakh per year for this activity will be provided.

The scheme aims at generating a total of 1000 Full-time PhD Candidates in emerging research areas of Electronic System Design and Manufacturing (ESDM) and IT/IT Enabled Services (ITES) sectors over a period of 5 years.

💰Financial Support for Full-time PhD candidates: | - Fellowship: ₹38,750/- per month in 1st & 2nd year and @₹43,750/- per month in 3rd, 4th and 5th years of PhD. (support till PhD completion or 5 years whichever is earlier). 1. Reimbursement of Rent (RoR): This component is linked with the fellowship of a PhD Candidate. The rate of RoR is 24%, 16% & 8% (of fellowship) for X, Y & Z class cities/towns respectively. 1. Institutional Overheads: An amount of ₹25,000/Year/Full-time PhD candidate for support duration of PhD candidate to be given to the institution. The institutional overhead will be released after completion of required tenure by the respective candidate on pro-rata basis. 1. Research Contingency Grant Support: An amount of ₹1,20,000/Year/Full-time PhD candidate for support duration of the PhD candidate. 1. Support to attend selected International Conferences up to ₹1.5 Lakh per Full Time PhD candidate from 3rd year. 1. One time support for selected 250 Full Time PhD candidates from 3rd year for 6 months “Visit to Labs Abroad”. The support would be available to the selected Full Time PhD candidates with following guidelines: | - During the visit, the Monthly Fellowship will be ₹1.50 Lakh. | - The Travel/Visa expenses up to ₹1.50 Lakh is provided. | - During this period, the domestic Fellowship and Reimbursement of Rent (RoR) will be suspended.

💰Nature of Support: | - Research Fellowship: ₹1.08 Lakh/Month - Contingency Grant: ₹1 Lakh for 1 year (on re-imbursement and pro-rata basis depending on the period spent under the award). The claim would be submitted by the awardee through respective institution to PhD Cell in prescribed format. - The fellowship is tenable only in India and can be implemented in any of the recognized & eligible academic and R&D institutions. | - Contingency Grant can be used for minor equipment, consumables and similar items relevant to the research work. The host institution should provide necessary administrative and infrastructural support for the PDF fellow. | - There is no provision for providing research personnel support under the scheme. The fellow is expected to undertake the research objectives by himself/herself during the entire duration of the fellowship. | - PDF is a full-time assignment. The fellows are not eligible to receive any other fellowship from any Government or Non-Government source during the tenure of the fellowship. | - Post-doctoral positions are non-transferrable. The research work is to be carried out in the same eligible institution at which PDF seat is allocated and the fellow is enrolled. | Duration of Support: | - The fellowship is purely a temporary assignment, and is tenable for a period of 1 year. | - The award will be for one year initially and extendible based on performance review by PhD Cell, DIC, MeitY.

Vocational Training in Tribal Areas

The scheme will be implemented for the benefit of the Scheduled Tribes as well as PTGs and can be taken up anywhere in the country but priority will be given to remote tribal areas, areas inhabited by particularly vulnerable tribes, and areas affected by extremist activities.

💰Under the scheme, grants will be available for organizing vocational training in recognized institutes or in Vocational Training Centres (VTCs) subject to terms and conditions revised from time to time of the scheme. | - The training for trades including modern trades having employment potential in the tribal region will be provided. | - Under this scheme, the fund will be provided in two ways: (i) By setting up and running VTCs mainly in remote areas/rural areas deficient in facilities, (ii) By supporting vocational training for ST as also PTG candidates in already existing institutions in townships/districts, etc. like ITIs, Polytechnics, computer training centers, and other private recognized institutions. | - Each tribal boy/girl will be trained in one trade of his/her choice and given practical experience as per the syllabus prescribed by the institute. | - After completion of the training, a certificate/diploma will be provided by the institute to the successful trainees. | Admissible Financial Norms: The non-recurring and recurring grant-in-aid will be admissible in accordance with financial norms given as under: | Recurring:- | (a) ₹30,000/- per annum per trainee includes:- | - Stipend to trainee @ ₹700/- per month. | - ₹1600/- per trainee per annum for procurement of tools, raw materials, etc. | - Monthly honorarium to faculty/supporting staff etc. | - Boarding/lodging of trainees, electricity and water charges, etc. | (b) In the case of a rented building, annual rent will be admissible in addition to (a) above as per actuals, and the maximum limit will be ₹10,000/- per month. This will be subject to submission of the Rent Assessment Certificate by the Public Works Department of the State Government. If the building is owned by the institution/organization, only 10% of the rental value (authenticated by State PWD), as admissible, will be provided as maintenance charges per annum. | Non-recurring:- | (a) ₹2.40 lakh for five trades once in five years @ ₹0.48 lakh per trade.

The service of Co-I has to be due for a period not less than the proposed period of the WIDUSHI project. The Co-I is not eligible for any separate grants under the programme.
