💰The scheme targets to provide following benefits: | 1) Increase in productivity of crops through diversification, from traditional crops to plantations, orchards, vineyards, flowers, vegetable gardens and bamboo plantations; and extension of appropriate technology to farmers. | 2) Promotion of R&D technologies for cultivation, production, post-harvest management and processing with special focus on cold chain infrastructure for extending the shelf life of perishables | 3) Improvement in post harvest management, processing for value addition and marketing infrastructure.

Mission Solar Charkha

The scheme “Mission Solar Charkha” a pilot project was implemented by the Ministry of Micro, Small & Medium Enterprises, Government of India. The scheme envisages setting up of Solar Charkha Clusters which would mean a focal village and other surrounding villages in a radius of 8 to 10 Kilometres.

💰Project Interventions/Financial Assistance: | - One cluster of Solar Charkha would involve a maximum subsidy of ₹9.599 cr. | The scheme would cover three types of Interventions, namely- | A. Capital subsidy for individual and for Special Purpose Vehicle (SPV): | - 2000 Solar Charkhas at the maximum price of ₹45,000/- per charkha and a subsidy of ₹15,750/- per charkha works out to a cumulative subsidy of ₹3.15 crores for 1000 spinners. | - One unit of two Solar Charkhas would produce 2.0 kg of yarn on average per day, resulting in a production of 2.0 tons per 2000 charkhas. Thus, 500 Solar Looms would be required to convert the yarn into the fabric at the maximum price of ₹1,10,000/- per loom and subsidy @35% at ₹38,500/- per loom and the cumulative subsidy works out to ₹1.93 crores for 500 weavers. | - Capital cost of construction of work shed with a minimum space of 20,000 sq. feet with 100% subsidy at the maximum rate of up to ₹1.20 crore per cluster for the SPV. | - Capital cost of Solar Grid of 50 KW capacity with 100% subsidy at the maximum rate upto ₹0.40 crore per cluster for the SPV. | - One-time Capital Cost Subsidy for the SPV @35% works out to a maximum of ₹0.75 crore per Cluster for the purchase of twisting machines, dying machines, and stitching machines (500 in number) for making the unit self-sustainable and for value addition. | B. Interest subvention for Working Capital: | - It is proposed to have a ceiling of 8% of interest subvention on working capital irrespective of the interest rates being charged by the Banks/Financial Institutions for a period of six months. | - Recurring Working Capital cost for a period of six months at the rate of interest subvention of 8% works out to ₹1.584 crores for one cluster including the cost of roving, and wages of spinners and weavers. | C. Capacity building: | - The scheme envisages courses for the spinners/weavers and others involved in the garmenting unit at a total cost of ₹ 0.595 crore per cluster for a period of two years.

💰Financial Support for Vulnerable Children | - Children living with biological parents or extended families receive financial assistance to meet their education, nutrition, and healthcare needs, helping prevent separation from families. | Family-Based Foster Care Support | - Children without parental care are placed with biologically unrelated foster families, ensuring a nurturing home environment. 💰Financial Assistance on Prime Cost | Rate: The Modified Market Development Assistance (MMDA) is calculated at 35% on Prime Cost for Khadi (Cotton, Muslin, Wool) and Polyvastra. For Silk Khadi, the MMDA is calculated at 20% on Prime Cost. | _Definition of Prime Cost: Prime Cost includes the cost of raw material plus conversion charges up to grey cloth plus processing charges, explicitly excluding establishment margin, trade margin, insurance, and bank interest._ | Distribution of MMDA (for Cotton, Woolen, and Polyvastra Khadi) | Producing Institutions: | - 34% of the total MMDA amount. | - These funds are to be utilized for procuring tools and equipment, upgrading technology, engaging designers and consultants for new designs, value addition to post-fabric processes, and engaging technicians for maintenance of Charkhas, looms, and other equipment. | Selling Institutions: | - 17% of the total MMDA amount. | - These funds are for sales promotional activities such as computerization, bar-coding, billing, debit/credit card swiping machines, accounts, renovation of sales outlets, introduction of mobile sales vans, participation in domestic and international exhibitions, extension of sales discounts, and capacity building of sales personnel. | Artisans (Spinners & Weavers): | 35% of the total MMDA amount, passed on as an incentive or bonus through their Aadhaar-seeded bank or post office accounts. | Karyakartas: | - 14% of the total MMDA amount, passed on as an incentive or bonus through their Aadhaar-seeded bank or post office accounts. | - Karyakartas include persons involved in production and post-production activities such as salesmen, saleswomen, cashiers, accountants, marketing executives, helpers, tailoring staff, store-keepers, and godown-keepers. | - It also covers artisans engaged in pre-processing activities of spinning and weaving, and processing of Khadi and Polyvastra such as dyeing, who are workers of Khadi Institutions working in production centers. | Composite Institutions: | Khadi institutions involved in both production and selling activities receive 51% of the MMDA amount, to be utilized for both product development and market development purposes. | Distribution of MMDA (for Silk Khadi) | Producing Institutions: 40% of the total MMDA amount. | Selling Institutions: 20% of the total MMDA amount. | Artisans (Reelers, Twisters, Winders & Weavers): 30% of the total MMDA amount, passed on as an incentive or bonus through their Aadhaar-seeded bank or post office accounts. | Karyakartas: 10% of the total MMDA amount, passed on as an incentive or bonus, with a maximum ceiling of ₹10,000/- per quarter per Karyakartha, whichever is less. | Composite Institutions: Khadi institutions involved in both production and selling activities receive 60% of the MMDA amount. | Government Supplies (Rate Contract) | - Production of Khadi and Polyvastra products for Government supplies under Rate Contract (RC) of DGS&D is not eligible for the full MMDA. | - However, only artisans and Karyakartas of Khadi Institutions engaged in production and supply for Government supply/Rate Contract will be eligible for an MMDA incentive at 17.15% on prime cost (calculated as 35 ÷ 100 × 49). | Disbursement Conditions | - MMDA is disbursed through an online portal via Direct Benefit Transfer (DBT). KVIC disburses the amount for artisans (spinners, weavers, and Karyakartas) directly to their Aadhaar-linked bank or post office accounts. | - Funds are released on a quarterly basis based on actual claims settled in the previous quarter. | - Directorate of Khadi scrutinizes claims and recommends them to the Directorate of Accounts within 7 working days, which then processes and releases funds to the respective institution and artisans' bank accounts within 5 working days. | - Utilization of MMDA for specific purposes such as modernization, renovation, and research and development may be allowed up to two years from the date of actual receipt, with specific sanction from KVIC. | Conditions for Availing the Benefits | Separate Bank Account: Institutions must maintain a separate bank account for MMDA funds, which will be subject to verification by KVIC. | Utilization Certificates: Khadi Institutions availing MMDA are bound to furnish utilization certificates annually as rendered by a registered Chartered Accountant (CA). Quarterly utilization certificates must also be furnished by KIs. | Artisan Payments: The portion of the total MMDA amount earmarked for artisans must be passed on to them in the form of incentive or 'bonus' through their bank or post office accounts, in addition to their normal earnings. Such additional incentives/bonus out of the MMDA grant should not be included in the cost of Khadi. | Transfer to Selling Institutions: Producing institutions transferring Khadi wholesale must pass on the relevant percentage (e.g., 17% for Cotton/Wool/Polyvastra or 20% for Silk Khadi) of the MMDA amount to purchasing/selling institutions through wholesale invoices. | Timely Claims: Claims not submitted within 15 days of the quarter's completion will be forfeited and returned to the institutions. | Aadhaar Linkage: KVIC must ensure that 100% Aadhaar-linked bank/post office accounts are opened for all artisans and that MMDA funds are routed through these accounts only. | Target Achievement: KVIC ensures that institution-wise specified targets fixed for increasing production and sales have been achieved and stock holding has been reduced. | Recovery of Dues:** Recovery of dues out of MMDA claims shall not exceed 75% of the eligible amount for institutions having a combined production target (Khadi + Polyvastra) up to ₹1,00,00,000/- per annum.

Nari Shakti Puraskar - National Award for Women

The award aims to acknowledge the achievements of women & recognize their contributions to society and the nation. The award is conferred annually on individuals in recognition of their exceptional service towards the cause of women’s empowerment, particularly for vulnerable and marginalized women.

💰The Award in each category shall carry a certificate and a cash amount of ₹2,00,000/- per awardee. - The maximum number of awards would be 15. However, any relaxation to this maximum number may be permitted at the discretion of the selection committee. | Presentation of the Award: | - The Award shall be presented at New Delhi at a special ceremony/ function held on the occasion of the International Women's Day on 8th March every year. | - The Ministry will reimburse travel expenses by economy class by shortest route, for the awardees to and from Delhi, by Air India or any other airline as specifically permitted and local travelling allowance on production of bills and air tickets. National Action Plan for Skill Development of Persons with Disabilities

A dedicated skill development program aimed at providing high-quality vocational training with a focus on PwDs. The objective is to enhance the skills of PwDs by providing quality vocational skill training, enabling them to gain meaningful employment and become contributing members of society.

💰Vocational/skill training (both short-term and long-term) is provided through a network of skill training partners. National Apprenticeship Promotion Scheme-2

To promote apprenticeship training in the country, by providing partial stipend support | to the apprentices engaged under the Apprentice Act, 1961, undertaking capacity building of the apprenticeship ecosystem, and providing advocacy assistance to the stakeholders.

💰Under the scheme, training will be imparted in Designated Trades (DT) and Optional Trades (OT). | A. Designated Trades (DT) | - Designated Trade means any trade or occupation or any subject field in engineering or non-engineering or technology or any vocational course which the Central Government. | - Duration of apprenticeship training in DT for Industrial Training Institutes‟ (ITIs) pass-out candidates will ordinarily be one (1) year. | - Duration of apprenticeship training in DT for fresher / non-ITI pass-out candidates will ordinarily be two (2) years. | - In case of DT, notified through the Gazette, the duration of basic training will be as per the approved course. | B. Optional Trades (OT) | - Optional Trade means any trade or occupation or any subject field in engineering or non-engineering or technology or any vocational course as may be determined by the employer. | - Duration of apprenticeship training for OT will be six (6) months, nine (9) months, and twelve (12) months. | - In case of OT, basic training will be embedded in the course duration of apprenticeship.
