Assam Abhinandan Education Loan Subsidy Scheme

"Assam Abhinandan Education Loan Subsidy Scheme" was launched on 26 December 2019 by the Hon'ble Chief Minister of Assam. The scheme is managed by the Finance Department, Govt. of Assam. The govt. will provide a loan subsidy of up to ₹ 50,000 on education loans to students pursuing higher education.

Atal Pension Yojana

Atal Pension Yojana (APY) is an old age income security scheme for a savings account holder in the age group of 18-40 years, who is not an income tax-payee. It helps to address longevity risks among workers in unorganized sector and encourages the workers to voluntarily save for retirement.

💰Upon exit on attaining 60 years | The subscriber shall receive the following three benefits on attaining the age of 60: | (i) Guaranteed minimum pension amount: Each subscriber under APY shall receive a guaranteed minimum pension of Rs. 1000/- per month or Rs. 2000/- per month or Rs. 3000/- per month or Rs. 4000/- per month or Rs. 5000/- per month, after the age of 60 years until death. | (ii) Guaranteed minimum pension amount to the spouse: After the subscriber’s demise, the spouse of the subscriber shall be entitled to receive the same pension amount as that of the subscriber,until death. | (iii) Return of the pension wealth to the nominee of the subscriber: After the demise of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till the subscriber's age of 60 years. | Contributions to the Atal Pension Yojana (APY) are eligible for tax benefits similar to the National Pension System (NPS) under section 80CCD(1). | Voluntary exit (Exit before 60 Years of age): | The subscriber shall be refunded only the contributions made by him to APY alongwith the net actual accrued income earned on his contributions (after deducting the account maintenance charges). | However, in case of subscribers who joined the scheme before 31st March 2016 and have received the Government Co-Contribution, shall not receive the same including the accrued income earned thereon. | For death before 60 years | Option 1: In case of death of the subscriber before 60 years, option will be available to the spouse of the subscriber to continue contribution in the APY account of the subscriber, which can be maintained in the spouse’s name, for the remaining vesting period, till the original subscriber would have attained the age of 60 years. The spouse of the subscriber shall be entitled to receive the same pension amount as the subscriber until death of the spouse. Such APY account and pension amount would be in addition even if the spouse has his/her APY account and pension amount in own name. | Option 2: The entire accumulated pension corpus till date under APY will be returned to the spouse / nominee.

Chief Minister's Micro Finance Initiative

The scheme aims to promote access to credit for economic activities undertaken by individual farmers, entrepreneurs, Self-Help Groups (SHGs), and Farmer Producer Organizations (FPOs) in the state of Nagaland.

💰Funding Pattern and Subsidy Support | Financing through Banks | • All banks in the State of Nagaland will be eligible as lending institutions in the Scheme. | • All participating banks must develop product codes for the Scheme. | • The quantum of loan, subsidy, and borrower's margin will be as follows: | Sl. In case of NSRLM SHGs, respective Cluster/Block Level Federations may undertake to provide Credit Guarantee Fund from their Community Investment Support Fund. Bank loan for KCC will be determined as per the scale of finance published by NABARD. Bank loan to NSRLM SHGs will be determined as per NRLM/NSRLM guidelines depending on the corpus fund and savings of the SHGs. The applicant may furnish a personal guarantee or guarantee of a salaried employee in lieu of VDB guarantee. | - In case of Micro and Small Enterprise loans, loans are mandated to be collateral-free up to 10 Lakh for individual borrowers. Beneficiary seeking loans up to 10 Lakh and above will have the option to seek collateral-free loan through the CGTMSE Scheme, wherein the Government of Nagaland shall pay the Annual Guarantee Fee of 0.37% on behalf of the beneficiary. | The commitment from the State Government shall be in the form of: | - Additional Interest Subvention of 4% on KCC loans. | - Subsidy of 30% on Term Loans for Agricultural-Allied activities, Entrepreneurship, and other activities. | - Coverage of Annual Guarantee Fee of 0.37% for small and medium enterprise loans under the subsidy category or loans up to 50 lakhs for non-subsidy category. | - Payment of Interest during the Moratorium. The moratorium shall be uniform across all projects for a period of 6 months. | - The tenure of the loan will be fixed for a maximum of 5 years, extendable to 7 years or more at the discretion of the banks. | - Two years lock-in period before foreclosure of the loan to prevent the loan from being claimed only for the purpose of the subsidy component rather than actual entrepreneurship/livelihood projects. | - All livestock (cows, sheep, chickens, pigs, etc.) loans shall be mandatory to obtain livestock insurance, and this component shall be part of the DPR and loan approval process, wherever insurance coverage is available.

Interest Subvention Scheme For Housing Loan For Regular State Government Employee Under APUN GHAR

Apun Ghar is a new home loan scheme for Assam Government employees as per announcement made in the Budget Speech,2016-2017 under which home loans will be provided to the State Government employees at subsidized interest rates.

💰1) The State Government has decided to provide a subvention of interest @3.5 % and after applying this interest subvention, the employees would get housing loans upto ₹ 15.00 lakh@ 5.0% (for women) and @ 5.05 %(for men) | 2) On the basis of the SBI Proposal, the state government has decided to provide a loan repayment schedule to the State Government employees with pensionable service beyond the age of retirement up to 70 yrs of age. | 3) The SBI will take responsibility to deduct the housing loan beyond the age of retirement up to 70 years as such the pension accounts are with SBI. For the convenience and interest of employees, the deduction of EMIs will be adjusted in such a way to be on the higher side during the service period and it will be on the lower side after their retirement period. | 4) There will be no need for a mortgage of property for a loan amount up to ₹ 10.00 lakh. However, the SBI has referred this matter to their corporate center to increase the margin up to ₹ 15.00 lakhs. | 5) The SBI team will ensure that the employees get hassle-free service and that concerned departments get a single dedicated window at the bank level for all dealings related to the scheme. | 6) The house/flat purchased /constructed with the Bank’s finance would be insured comprehensively for risk of fire/riots/earthquake/lightning/floods. etc by the employees. | 7) Check-off facility will be given by the Drawing and Disbursing Officer of the concerned employees for recovery of interest and principal from the salary of the employee. | 8) The reduced rate of Interest on Housing loans with State government subvention will be applicable up to 240 EMI i.e up to 20 years of EMI deduction
